What a passage must be

The specification for reading passages across twelve levels — what decides a level, what a passage must contain, and four passages written to it.

The level system

A Level is the passage’s Flesch‑Kincaid score. Nothing is added to it. FK returns a reading grade from two things and nothing else — how long the sentences are, and how many syllables the words carry. Each Level accepts a one‑grade band, so a passage has half a grade either side of its aim.

The three axes

A Level is one number, and one number cannot place a reader. A decision about what to give a child next needs all three of these.

The instruments

Flesch‑Kincaid decides the middle of the scale. The two ends need something else, because no readability formula is validated below grade 1 and every formula flattens at the top.

The emergent sound sets

Written out in full so nothing is assumed later. Level 1 is groups 1–3 — one letter, one sound. Level 2 is groups 4–7 — two letters can make one sound. That boundary is the scheme’s own: group 3 is where the single‑letter sounds run out and group 4 opens with ai, oa, ie, ee, or. A passage may use only the sounds at or before its level.

Not yet confirmed — do not assume. Tricky words are introduced alongside each group (the, said, was, come among them), but no per‑group list has been verified against a source. The set for each level must be confirmed with the educator before any passage is written to it. The sounds above are verified; the tricky words are not.

Two sounds share a spelling. Group 5 lists oo twice — short as in book, long as in moon. Group 6 lists th twice — unvoiced as in thin, voiced as in this. Both pairs count as separate sounds.

What a passage must contain

Everything a single passage is specified on, level by level. Sentence length is given as a mean, split by genre; short and long describe the spread it should reach that mean by — aim for about one sentence in five at each end. The long figure is a target, not a cap.

Voice, and the join

Everything above is countable, and none of it produces good writing. These are the requirements a measurement cannot test, and the ones a reader notices first.

How each category is built

Length, sentences and vocabulary say nothing about form. A passage can be the right size and difficulty and still leave a reader unable to tell what is happening. These are the four established frameworks writers and teachers already use, applied per category.

Where this came from. Two failures in drafting, neither of them a length or vocabulary problem. A mystery whose first line left the reader unable to tell whether a book was being returned or was already missing — a setting that was never established. And a parrot who appeared at the moment the plot needed him — a culprit not mentioned in the early part of the story. Both are named, dated rules that predate us; neither was in the specification.

What each category must contain

Upper levels state their structure explicitly. From Level 10 the rhetorical shape should be visible to the reader, not merely present — an essay that signals its own claim, its concession and its turn. That is the register a fifteen‑year‑old is being prepared for.

The word-list register

Every list this specification names, with the edition pinned. A list named without an edition is an assumption waiting to happen — Dale‑Chall has a 1948 list of 3,000 words and a 1995 revision that is not the same list, and Spache was revised in 1974. Lists short enough to check by eye are written out in this document; the rest are pinned here and held in code, which is the authoritative copy.

Only two rows are verified. The phonics sounds were checked against a source. Everything else in this register is the edition we intend to use, recorded so the choice is deliberate rather than inherited — each still needs the actual list obtained and checked before it can gate anything. A list marked need list is not in the product and cannot be measured against today.

Reader progress is not in this matrix, because its thresholds are not set. A reader moves up on three axes — text difficulty (the level they are reading at), comprehension (both the literal and the inferential gate cleared, then one stretch passage from the level above), and breadth (how many of that level’s categories they have met). The rule is settled: stay or proceed, never demote. What is not settled is the number — what score clears a gate, how many distinct passages make a window, and how many categories breadth requires. Those come from session data the product has not yet collected, and setting them by guess would put a child on the wrong shelf.

The grading scale

Four bands, applied to every metric at every level. Secure is the bar to progress. The band is relative to the level — 75% literal at Level 3 and 75% literal at Level 11 are the same band on very different tasks.

These cut‑points are provisional. They are set against chance on a four‑option question — 25% — which is the only defensible anchor available before there is session data. They are not derived from this product’s readers, because this product has no readers yet. Recalibrate against real sessions before they gate anything.

There is no microphone, so decoding is assessed by choice and by timing. Minimal‑pair word choice is the workhorse: show pin and offer pin, pan, pit, nip. Distractors that differ by one grapheme cannot be resolved by word shape or by guessing — only by decoding. Word location asks the reader to find a word in the passage by meaning, which tests decoding and comprehension together. Response latency is a proxy for automaticity: a reader who decodes accurately but slowly is not yet fluent, and the time is already recorded per question.

This is a substitute, not an equal. Hearing a child read is the real instrument and these three are proxies for it. They are honest proxies — each requires decoding to answer — but a running record they are not.

The language of a question

A question must never be harder than the passage it asks about. A reader who understood the text and then fails on the wording of the question has been measured on the wrong thing.

This is gateable today. Question text can be measured by the same code that measures a passage, and the check is cheap: score the stem and options, compare to the passage’s level, fail anything above it. Nothing new needs building.

The Missing Book

On Tuesday afternoon, Maya carried The Secret of Star Island to the front desk. She wanted to check it in before class. Mister Chen scanned the barcode, then set the book beside his computer. Twiggy the parrot rattled his cage latch, the way he always did near something shiny. A loud crash rang out near the art table. Mister Chen hurried off to help. Maya turned to look, too. When he came back, the book was gone.

Then Maya noticed something peculiar. A blue feather lay on the counter, matching the parrot on her book’s cover. She hesitated; the feather seemed too strange to ignore. So she decided to investigate. A trail of feathers led past the shelves and behind a curtain.

The trail stopped at a cozy nook by the window, where Twiggy’s favorite perch sat empty. A corner of blue cover peeked out from beneath the cushion there. Maya lifted the cushion and gasped. Her missing book lay underneath, safe but a little chewed at one corner.

A mischievous squawk rang out behind her. Twiggy had slipped his cage and perched on a shelf, clutching a scrap of shiny paper in his beak. He must have dragged the shiny cover to his nook, the way he always dragged shiny things. Mister Chen laughed and caught the bird, while Maya held her book, triumphant. Twiggy squawked once more, as though he still owned the whole mystery.

How Agave Survives the Dry Season

Rain may vanish for months. Yet agave plants survive this harsh pause because their leaves, roots, and rhythms conserve water. An agave is a succulent, a plant that stores water in thick leaves. Its leaves form a rosette around a short stem, and this shape directs rare drops toward the center. The plant looks still. Its structure protects.

Each leaf has an outer skin called the epidermis, which limits damage and slows water escaping into dry air. A pale, waxy coating reflects intense sunlight, while spines discourage animals from piercing the leaves. Inside, water-holding tissue contains mucilage, a slippery gel that keeps moisture from moving too quickly. These layers work together because desert air constantly draws water from living things.

Agave roots spread through shallow soil, so they can absorb brief rain before heat returns. When the soil dries, root growth pauses until moisture becomes available again. The roots wait. Some species grow a taproot, one thick root reaching downward, whereas others make networks of fine, fibrous roots. Either design gives the plant a better chance of finding water after a rare storm.

Agave controls when it exchanges gases with the air. Tiny openings, called stomata, admit carbon dioxide for photosynthesis, but they can also release water vapor. The openings close during hot daylight hours, when evaporation would be fastest. At night, however, cooler temperatures allow the plant to take in carbon dioxide with less water loss overall. This unusual schedule is called CAM photosynthesis, a process that separates gas intake from food-making. Sunlight then supplies the energy for food-making during the day.

After rain, agave refills its leaves and resumes growth, although it does not waste the sudden supply carefully. During drought, it becomes nearly dormant, meaning that growth slows and stored resources are carefully guarded. Its saved water keeps cells firm and allows essential chemical reactions to continue. The plant waits. Eventually, flowers rise above the spiny leaves, and bats or insects carry pollen between blossoms so seeds can develop. This timing matters because reproduction must follow survival, not compete with it during the driest, longest months. Agave survives drought not by finding constant rain, but by collecting water, limiting loss, and slowing its needs. Those adaptations help it endure conditions that would soon damage a broad-leaved tree.

Every Empty Lot Is a Choice

Every empty parking space in a growing city is a decision, because scarce land accommodates vehicles instead of residents. That choice rarely gets debated, yet it determines who can live near a workplace, a school, or a bus stop. A lot can sit half empty for hours while the housing shortage next door never pauses. The imbalance keeps expanding. Cities should therefore replace some parking with housing, especially near transit, because unused asphalt should not outrank the people who need a home.

Scarcity is the argument that matters most. Homes are limited in most cities as population rises, while parking lots remain vacant. When housing demand outruns supply, rents escalate and propel families away from the schools and employment that anchored them there. Constructing on existing parking parcels adds homes without encroaching on farmland at the city's edge, so growth need not signify sprawl. Additional housing will not resolve every problem, but careful construction can alleviate the pressure.

Parking also represents what economists call an opportunity cost, the value lost when land performs one function instead of a superior alternative. A surface lot might generate a modest levy, yet an apartment building there could generate homes, customers, and tax revenue for decades. Housing reinforces nearby businesses because residents purchase groceries, meals, and services all week.

Critics raise a legitimate concern, and it deserves a legitimate answer. Drivers still need somewhere to leave their vehicles, and deliveries, workers, visitors, and people with disabilities depend on parking close to the door. If a city eliminates parking too quickly, congestion spikes and residents pay for a change they never asked for; the problem is the speed of the cuts, not the goal of replacement.

The answer, though, is not to perpetuate every space. Cities can convert parking gradually while studying how much each neighborhood truly requires, because removing more than a block can spare is what triggers backlash. They can prioritize new housing beside transit stops, where fewer residents will own a car, and designate accessible loading zones so deliveries and visitors with disabilities can reach the door. None of that means abandoning drivers; it means admitting that not every stretch of asphalt is essential.

Affordability has to sit at the center of this policy, or the whole project unravels. New apartments built on former lots can still price out the families it claims to assist, and rising rents can trigger displacement. Cities should mandate that some new homes remain below market rate and protect tenants from sudden rent increases.
